Call for Papers for 2016 ITS Biennial Conference – Taipei, Taiwan

The theme of the 2016 ITS Biennial Conference, to be held at the Regent Taipei Hotel, June 26-29, 2016, is Interconnecting Everything: Harnessing Business, Policy and Smart Societies. The Conference will be hosted by four leading universities and institutes: Yuan Ze University, National Chengchi University, Shih Hsin University and the Taiwan Communications Society.

Abstract submissions are invited on topics including, but not limited to, the following:

Individuals interested in presenting a paper at the 2016 ITS Biennial Conference are reminded that the last day for submitting abstracts is January 10, 2016. 

Detailed guidelines for abstract submission are available on the main Conference web site at http://www.its2016taiwan.com.

Outstanding papers will be considered for publication in an edited book or special issue of Telecommunications Policy.

The Conference will be held at the Regent Taipei, located in the heart of the city’s most vital financial, shopping, entertainment and cultural districts. The Hotel is 45 minutes from Taoyuan International Airport, 15 minutes from Taipei Song Shan Airport, and just a five-minute walk from Chung Shan MRT station. The Hotel is also well served by buses and taxis which provide easy (and very inexpensive) access to all of Taipei’s hot spots and tourist attractions including world-class museums and art galleries; bustling night markets; other must-see cultural and historical sites; a dizzying array of shopping destinations; and a range of dining establishments from the most traditional to the ultra-modern serving outstanding dishes to meet every taste and budget.

The local organizer will provide pre- and post-conference tours to a number of special tourist attractions. Lunches and dinners will also be provided at attractive hotels.

Call for Papers for the 10th ITS Ph.D. Seminar – Taipei, Taiwan

The 10th ITS Ph.D. Seminar will be held on June 29, 2016 immediately following the close of the 21st ITS Biennial Conference in Taipei. Access to the Biennial Conference will be free of charge for Ph.D. Seminar participants.

As with all prior ITS Ph.D. seminars, the objective of the 2016 event is to share the valuable expertise in the information, communications, and technology sectors represented by leading academics, industry experts and renowned researchers with a selected group of graduate students in a highly focused learning environment. In this spirit, the focus will be on the discussion of ideas presented by the student participants, rather than simply on the presentation of papers.

Up to 10 students will be invited from the responses to this call. A number of distinguished international scholars from within the ITS community will participate as discussants.

The Call for Papers for the Ph.D. Seminar invites submissions on the same topics of research and study as those listed in the Call for Papers for the 2016 ITS Biennial Conference being held in Taipei immediately prior to the Ph.D. Seminar.

Other topics in the field of telecommunications are also welcome. Please note that in order to be most effective, the discussion will be based on full (draft) papers. Only in exceptional cases will extended abstracts (min. 8 pages) be accepted for submission. Papers presented at the Seminar will be considered for refereed submission in Telecommunications Policy.

The Ph.D. Seminar is being organized locally with the assistance of ITS. Participation is free of charge. Successful participants will receive a certificate from the International Telecommunications Society. Ph.D. students whose paper has been selected for presentation will receive a subsidy of 500€ to cover accommodation and travel expenses.

Invitation to Academic/Non-Profit Scientific Societies Focusing on ICT Research

In the spirit of extending the scope of scientific inquiry, research and collaboration in the field of ICT studies and related policy development, ITS wishes to invite scientific organizations and non-profit societies with an ICT focus to consider partnering with ITS in promoting each other’s conferences, seminars, workshops and related events. For many years, ITS has actively participated in joint marketing initiatives with organizations similar to itself pursuant to which each partner has engaged in the dissemination of information about the other organization’s Calls for Papers and conference/seminar/workshop announcements on reciprocal terms via their respective electronic and ‘bricks and mortars’ distribution channels. In the case of ITS, this has meant allowing partner organizations access to the ITS-L Listserv distribution list; publishing partner conference announcements in Interconnect, the ITS membership newsletter, under the heading, Calendar of Events – Other Conferences of Potential Interest to ITS Members; and in welcoming the placement of partner organization brochures in the registration area of ITS conferences.

Given the mutual benefits of such arrangements, ITS is interested in expanding the number of organizations with which it has similar agreements in place.

Message from the Chair

Dear ITS Colleagues:

I’m very happy to report that the second Regional ITS Conference of 2015 (following the 26th European Regional ITS Conference held in San Lorenzo de El Escorial, Spain this past June) was held in Los Angeles, California during the final week of October. The last time ITS organized a conference on the U.S. west coast was 13 years ago in San Francisco. Based on the success of the Los Angeles Conference, I’m confident in predicting that it will not take us another 13 years before we return to the west coast for similar events. Given that the current (October 2015) issue of Interconnect was being finalized just as the Conference was getting underway, I’ll reserve my summary of the highlights of this event for my 2015 year-end Message which will appear in the December 2015 issue of Interconnect, our membership newsletter.

The ITS Executive Committee met for a full day in Los Angeles just prior to the Conference. Among the matters we reviewed and discussed were the results of our most recent membership survey. It was distributed electronically in late August 2015 to just over 170 of our most active members (based on the length of time they have been members and their history of participating in ITS Conferences). The objective of the survey was to obtain feedback on the value of benefits that attend ITS membership. I’m delighted to report that just shy of 50% of all individuals receiving the survey replied to it — a remarkably high response rate, by any measure. The results of this survey, and any policy changes to membership fees and associated benefits that may be forthcoming based on our analysis of survey responses, will be communicated to members in a subsequent issue of Interconnect.

I’m also very happy to advise that preparations are being finalized for our last Conference and Ph.D. Seminar of 2015 – the 2nd India Regional ITS Conference and 9th Ph.D. Seminar to be held in New Delhi, starting with the Ph.D. Seminar on December 13 and followed immediately afterwards by the Conference, December 13-15. Further information about these two events can be found elsewhere in the current (October 2015) issue of Interconnect

Looking ahead to the first half of 2016, ITS will hold the 1st Africa Regional ITS Conference March 10-11 in Accra, Ghana, while the 21st ITS Biennial Conference will take place June 26-29 in Taipei, Taiwan. The 10th ITS Ph.D. Seminar will take place immediately after the close of the Taipei Biennial on June 29. Please note that the deadline for submitting abstracts and/or papers for these events in Taiwan is January 10, 2016 for the Biennial Conference and February 1, 2016 for the Ph.D. Seminar. Further information about the Calls for Papers for these events, as well as more details about the 2016 Africa Regional ITS Conference to be held in Ghana in March 2016 can be found elsewhere in the current issue of Interconnect.  

Finally, as noted in my previous (August 2015) Message to ITS members, I expect to be able to announce the details of several more upcoming ITS Conferences through to our next Biennial in 2018 by the end of this year or early 2016. So please stay tuned.

As always, I look forward to seeing as many of you as possible at one or more of our upcoming Conferences and to engaging you in discussions on the issues and subjects of greatest interest and concern to the telecommunications and broader ICT industry.

2nd India Regional ITS Conference and 9th ITS Ph.D. Seminar

Conference

The 2nd India Regional Conference of the International Telecommunications Society will be held in New Delhi, India, December 13-15, 2015. The theme of the New Delhi Conference is Connectivity for All: Future Technologies, Markets and Regulation. The Conference is being hosted by IIM Ahmedabad IDEA Telecom Centre of Excellence (IITCOE).

The objectives of the Conference are to:

  • Provide a special forum to present and discuss research and development in
    telecommunications policy, regulation and management, especially related to
    emerging economies
  • Facilitate sharing research-based knowledge amongst academics and industry
    practitioners in several areas of ICT study and practice
  • Promote promising scholars in the field of telecommunications.

The preliminary programme envisions the following broad subject areas for discussion and scientific inquiry:

  • Internet and mobile broadband
  • Broadband strategies – infrastructure for national adoption
  • Spectrum and technology
  • Wireless technologies and rural access
  • Regulation
  • ICT and the digital divide
  • Healthcare delivery at the bottom of the pyramid – effective ICT frameworks
  • ICT regulations driving financial inclusion
  • Comparative analysis

9th Ph.D. Seminar

ITS will convene its 9th Ph.D. Seminar on December 13, 2015 immediately prior to the start of the 2nd India Regional ITS Conference in New Delhi. This one-day event will be held at the same venue as the main Conference.

The Ph.D. Seminar is being organized by the Indian Institute of Management Ahmedabad – Idea Telecom Centre of Excellence, India (IITCOE) and the International Telecommunications Society.

Successful participants will receive a joint certificate from IITCOE and ITS. An award will also be presented for the best student paper.

1st Africa Regional ITS Conference – Accra, Ghana

The first-ever Africa Regional ITS Conference will be held March 10-11, 2016 in Accra, Ghana.

The principal organizer of this Conference is ITS Board member, Professor Anders Henten (Center for Communication, Media and Information technologies (CMI), Aalborg University, Denmark). The Conference will be hosted by Ghana Technology University College (GTUC) in cooperation with CMI.

The theme of the 1st Africa Regional ITS Conference is ICT Infrastructures, Applications and Policies.

Africa has witnessed an impressive development of mobile communications during the past decade. Some African countries have a mobile penetration of more than 100% – illustrating the widespread take-up, as well as the fact that many subscribers have dual or triple subscriptions. Even in countries with a high take-up rate, however, there are large segments of the population and regions where coverage and take-up is low. The Conference will focus on mobile developments in Africa including mobile Internet.

Another trend attracting much attention is the development of mobile applications – especially mobile money. This development casts a light on many areas of social interaction where mobile communications could contribute to better service provision, e.g., learning, health, governance, etc. The Conference will pay special attention to such developments and their potential. The Conference will also focus on the use of private applications via social networks and of user-generated content in general. In the policy area, the focus will be on the broader information society and on digital governance policies, as well as more specific regulatory developments whether in telecommunications or broadcasting.

Accra, the host city for the Conference, is both the capital of and most populous city in Ghana. A melting pot of cultures, Accra stretches alongside the warm waters of the Atlantic Ocean less than 400 miles from the equator. This cosmopolitan and visitor-friendly city features no less than 20 beaches, a charming mix of modern and colonial architecture (ranging from 17th century castles to modern high-rises), numerous shopping districts including traditional markets, a number of excellent – and very inexpensive – restaurants, and entertainment ranging from museums and art galleries to casinos, bars and nightclubs to meet every taste.

Benefits of Global Corporate Membership in ITS

ITS currently has 17 corporate members, 10 of which are Global Corporate members. Included in the latter group are Arnold & Porter LLP (UK), AT&T (USA), Deutsche Telekom (Germany), KDDI Research Institute, Inc., (Japan), Orange (France), Telecom Italia, NERA (USA), the National Broadcasting and Telecommunications Commission (Thailand), TELUS (Canada) and TIM Brasil.

There are a number of attractive benefits that attend ITS corporate membership at the Global Corporate level (the fee for which is US $6,000 annually).
